A ScotPAG & Women’s Rights Network Scotland report (August 2026) based on Freedom of Information requests to all 32 Scottish local-authority education services.
It examines what councils are actually doing in 2026 on gender-identity issues in schools—after the UK Supreme Court’s April 2025 ruling that “sex” in the Equality Act means biological sex, and after the Scottish Government’s revised Supporting Transgender Pupils in Schools guidance (September 2025).
The report covers data collection, policies, impact assessments, parental involvement, toilets/changing facilities, and staff training. It finds heavy continued reliance on affirmative national guidance, almost no data, limited local updates beyond facilities, and inconsistent practice.
